Dans Elevator Panic, les joueurs incarnent un personnage qui doit gravir une structure à plusieurs niveaux, en validant des points de contrôle à chaque étage tout en évitant des monstres errants. Le but est d'atteindre le boss au sommet de l'édifice. Vaincre ou contourner cet ennemi final permet de terminer le niveau et de passer au défi suivant.
